When asked whether he was concerned about the international community’ holding him accountable for his diabolical campaign, Milorad Dodik is reputed to have scoffed, “Who remembers the Armenians?” referring to the victims of a genocide for which no one had been brought to book. Nobody thought Milorad Dodik would intentionally push matters to the edge of war, but as Biden himself had warned, miscalculation was a constant danger. And there was little disagreement that the safest course lay with emphasizing American willingness to respond to Serb provocations. According to a State Department summary, Biden said that the United States “has a special relationship with Bosnia really comparable only to that which it has with Britain over a wide range of world affairs.” Dodik is a fanatic who takes precise, carefully calculated steps to reach a clear, evil, goal. His intention is not just to kill Bosnian Muslims, but to destroy the Dayton Accords, peace agreement reached on Nov. 21, 1995.
