Volodymyr Zelensky hopes to arrange a prisoner swap for Mariupol defenders he describes as national heroes.

Siege of Mariupol
The siege of Mariupol was a military engagement between Russia and the Donetsk People’s Republic separatists against Ukraine which began on 24 February 2022, during the 2022 Russian invasion of Ukraine, as part of the Eastern Ukraine offensive. The city of Mariupol is located in the Donetsk Oblast in Ukraine and is claimed by the Russian-backed separatist Donetsk People’s Republic. Russian forces completely besieged the city on 2 March, after which they gradually gained control of the city.[1] By 22 April, the remaining Ukrainian forces had retreated to the Azovstal Iron and Steel Works, a massive and highly defensible industrial complex.[59][34][47]
The Red Cross described the situation as “apocalyptic”, and Ukrainian authorities have accused Russia of engineering a major humanitarian crisis in the city,[60][61] with city officials reporting that about 21,000 civilians have been killed.[62] Ukrainian officials also reported that at least 95% of the city has been destroyed during the fighting, largely by Russian bombardments.[63] The siege ended on 16 May 2022, after what media outlets variously called the “evacuation” or “surrender” of the remaining Ukrainian personnel from the Azovstal Iron and Steel Works; the Russian Ministry of Defense stated that the Ukrainians had “surrendered”,[64][65][66][67][68] a word Ukraine avoided to use.[69] On 18 May, Donetsk People’s Republic leader Denis Pushilin claimed that the commanders of the Azov batallion are still located in the plant.[70]
